Reporting to the Executive Director, People Systems & Analytics the Director, People Analytics will own the vision, creation, and deployment of the enterprise-wide People Analytics strategy for CBC/Radio-Canada.

As a key strategic partner to executive leadership across the corporation, you will champion a data-driven culture, turning complex workforce data into actionable business intelligence that shapes our talent strategy and drives organizational performance. You will lead the maturation of our analytics function from descriptive reporting to predictive modeling, maximizing our investment in Workday to drive leader self-service while enforcing the highest standards of data governance and privacy.

Leading and scaling a dedicated team of Managers and Analytics Specialists, you will cultivate a team capable of diagnosing complex organizational needs and translating data into compelling, executive-level narratives that drive change.

Location: This is a bilingual position (English/French) and can be based in either Ottawa or Toronto with flexible hybrid work options.

Key Responsibilities and Projects:

Strategic Leadership & Vision

• Own the Strategy: Develop, champion, and execute the multi-year People Analytics roadmap aligned with CBC/Radio-Canada’s overarching business and talent goals.
• Executive Partnership: Act as the primary trusted advisor to business leaders and P&C executives, translating workforce trends, attrition models, and engagement data into high-impact business strategies.
• Data Demoralization: Drive the adoption of leader self-service models to put data directly into the hands of decision-makers.

Data Governance & Ecosystem Management

• Enterprise Governance: Architect and enforce strict data governance, data security, and privacy frameworks across all HR data systems, ensuring compliance with federal and internal privacy regulations.
• Cross-Functional Integration: Partner with IT, Finance, and Corporate Research to break down data silos, integrating HR data with financial and operational KPIs to measure true business impact.

Scope of Impact:

• Enterprise-wide People Analytics strategy

Decision Making Authority:

• Define and lead the direction of the People Analytics program to meet the overall People & Culture strategy

Relationships:

• This role would have to interact with all COE’s within People & Culture as well as key clients within other components, particularly, Finance, T&I, Media Lines
• Exposure to SET members, unions and other key stakeholders as required

Leadership:

• Foster a team culture of coaching and guiding process owners on the optimal, effective usage of Workday and other HR solutions to gain the most out of our technology by proactively recommending solutions to solve business needs or support their strategy.
• People Leadership: Lead, mentor, and scale a high-performing team of data analysts and translators, fostering a culture of innovation, continuous learning, and consultative service excellence.
• Advanced Storytelling: Oversee the design and evolution of enterprise HR dashboards and executive presentations, ensuring the team excels at "storytelling through data" to influence organizational health metrics.

Qualifications, Experience and Skills:

• Education: University degree in Business Analytics, Statistics, Data Science, Human Resources, Organizational Development, or a related quantitative field (Master’s degree or MBA preferred).
• Experience: 7+ years of progressive experience in business intelligence, data analytics, or HR strategy, with at least 10+ years in a distinct leadership role managing analytics teams within a complex, matrixed, or public-sector organization.
• Platform Expertise: Proven experience leveraging enterprise HRIS platforms (Workday experience required) alongside advanced business intelligence tools (e.g., PowerBI, Data warehouse, data lakes, etc).
• Language: Fully bilingual in English and French (written and spoken) is required.

Technical & Leadership Competencies

• Strategic Problem Solving & Decision Making: Demonstrates the ability to navigate ambiguity and diagnose complex, systemic organizational challenges. Anticipates potential roadblocks, evaluates risks, and collaborates across functional boundaries to implement sustainable, data-driven solutions that align with long-term business goals. 
• Predictive & Statistical Acumen: Strong foundational knowledge of statistical methods (e.g., regression analysis, forecasting, workforce modeling) and how to apply them to talent acquisition, retention, and diversity initiatives.
• Data Governance Champion: Demonstrated experience building data governance frameworks, data dictionaries, and security protocols from scratch.
• Executive Presence & Storytelling: Exceptional capability to connect abstract data points to concrete business outcomes, delivering compelling presentations to C-suite and Board-level stakeholders.
