The Regulatory Affairs Manager is responsible to the Manager, Regulatory Affairs – Flight Operations for maintaining the Air Operator Certificates, domestic and foreign operations specifications, regulatory exemptions and other operational authorizations for Air Canada and Air Canada rouge (ACR).

Responsibilities:

  • In liaison with various company branches and departments, manage the production of complex (inter-branch/departmental and project) regulatory applications for Air Canada and ACR.

  • Research, analyze and interpret domestic and international regulatory requirements for compliance purposes.

  • Determine key information required for applications to satisfy regulatory requirements. Liaise with Legal, International, Flight Standards, Flight Technical, Fleets, Training, Flight Dispatch, Cabin Safety, Corporate SE&Q, Maintenance, Airports and Security to source this information.

  • Participate in meetings with Flight Technical, Training & Standards in order to develop complex Operations Specification applications.

  • Prepare comprehensive applications for foreign and domestic regulatory authorizations and exemptions;

  • Develop, document and implement Regulatory Affairs policies and procedures. Maintain Regulatory Affairs FOSQM section.

  • Program the Regulatory Affairs databases, ensuring department requirements are met.

  • Oversee and validate the tracking and filing of all regulatory submission and approval records on the Shared Drive and in Smart4Aviation (S4A). 

  • Ensure distribution lists are kept up to date and that notifications on renewals of permits and authorizations are provided to Air Canada management.

  • Determine investigative requirements for self-disclosing, and regulatory queries relating to, regulatory/safety infractions, ramp inspection findings, etc. 

  • Liaise with various company branches and departments, advising on investigative requirements. Collect and organize investigation details. 

  • While considering public relations and employee/company privacy, write and submit self-disclosures and requested responses to regulatory/safety infractions. 

  • Other duties as required.

  • Delegate for Manager Regulatory Affairs – Flight Operations.


Qualifications

  • University or college diploma required, studies in aviation management an asset.

  • Experience in airline operations governed by the Canadian Aviation Regulations (CARs) an asset.

  • Experience shall include in-depth knowledge of daily airline operating procedures as well as Transport Canada regulations (CARs), standards (CASS), similar foreign regulatory agency and requirements (e.g., FARs, EU-OPS).

  • In-depth knowledge of International Civil Aviation Organization (ICAO) Standards and Recommended Practices.

  • In-depth knowledge of International Air Transport Association (IATA) IOSA requirements and approved practices.

  • In-depth knowledge of Air Canada corporate technical, policy, standard operating procedures and Star Alliance Best Practices.

  • Ability to work on multiple tasks and to prioritize heavy workloads and tight deadlines.

  • Excellent written and verbal communication skills.

  • Ability to work under general direction with minimal supervision.

  • Strong researching skills.

  • Advanced knowledge of computers, Excel and Word applications.

  • Database management, trending, risk analysis, written communications and technical writing.

  • Demonstrate punctuality and dependability to support overall team success in a fast-paced environment.
